Instance auto-scaling: scheduled
As a developer or app administrator, I want a provisioning mechanism to schedule the number of instances of each role for specific time periods. These instances should be spun off or torn down without user's intervention. [Please comment on the granularity of timing - per hour, per day, the day of the week etc.]

As an application developer, I want support for automatic retries of SQL Azure data access operations that failed because of transient issues, without doing major refactorings of my application code.

Instance auto-scaling: reactive
As a developer or app administrator, I want a provisioning mechanism to specify rulesets/triggers to scale up/down the number of instances according to resource monitoring metrics. This mechanism should have hard boundaries to avoid unbudgeted expenses. [Please comment on what resource metrics matter to you - CPU utilization, bandwidth, # requests, queue length etc.]

Hybrid auto-scaling (application and instance)
Action can be both instance and application scaling (e.g. when treshold X is reached, spin up to 5 new instances of worker roles and if that is not enough to deal with the burst, do application scale down to the next level/mode of operation.

Auto-scaling: resource optimization
As an administrator or account owner, I want the scaling-down decisions to be made with the consideration of the minimum unit of billing (for example, compute time hour). For example, do not scale down immediately before a paid hour of compute time is fully utilized.

Automatic retries: sophisticated logic
Because some transient failures may occur even when the requested operation succeeds and retrying the operation could result in a non-transient fault, I want the possibility of using a more sophisticated logic that can check that it's safe to retry before retrying.
