Auto-scaling: history
As an administrator or account owner, I want to be able to see the history of the number of instances and/or application modes of operation along with what triggered the specificscaling activities so that I could understand and minotor the compute hours and plan my resource usage.

Auto-scaling: reactive: approval workflow
As an administrator or account owner, I want to receive a request for auto-scaling when the conditions are met, that I can approve or deny in a specified timeframe (by e-mail or with a tool), and if no answer to the request is done in time, a specified default action will be used.

Auto-scaling: resource optimization
As an administrator or account owner, I want the scaling-down decisions to be made with the consideration of the minimum unit of billing (for example, compute time hour). For example, do not scale down immediately before a paid hour of compute time is fully utilized.

Hybrid auto-scaling (application and instance)
Action can be both instance and application scaling (e.g. when treshold X is reached, spin up to 5 new instances of worker roles and if that is not enough to deal with the burst, do application scale down to the next level/mode of operation.

Application rationing (throttling)
As a developer, I want a mechanism to detect higher resource utilization and change modes of operation to utilize less resources. This will allow to deal with bursts in demand without provisioning additional instances.

Instance auto-scaling: reactive
As a developer or app administrator, I want a provisioning mechanism to specify rulesets/triggers to scale up/down the number of instances according to resource monitoring metrics. This mechanism should have hard boundaries to avoid unbudgeted expenses. [Please comment on what resource metrics matter to you - CPU utilization, bandwidth, # requests, queue length etc.]

Crypto: certificate-based providers
As a developer I want to have a set of crypto providers that keep keys encrypted with a certificate so that I can use the Crypto Application Block to encrypt or hash my data.

Data Access: Connection string management
As a developer, I want the data access block to help me with connection string management for WCF Data Services (and through that, azure storage tables. I want to be able to use the configuration tool to edit the connection strings and urls.

As a developer I want a set of reference documentation on MSDN that complements the existing Enterprise Library 5.0 documentation and that covers any changes or additions to the application blocks that are specific to Windows Azure.

As a developer I want a set of hands-on-labs that will help me and my team to quickly ramp-up on using the Enterprise Library in a Windows Azure application. The hands-on-labs should support both developers who are new to the Enterprise Library and developers who already familiar with the Enterprise Library.
